Yet, in our advisory work with U.S. enterprises, a different operational reality frequently emerges.
Beneath well-crafted governance narratives, critical control structures are often missing. Risk classifications are undefined, model validation processes remain informal, executive reporting lacks measurable indicators, and vendor oversight is treated as a procurement formality rather than a risk function.
This disconnect has a name: AI governance washing.
AI governance washing occurs when organizations project the appearance of structured oversight without embedding enforceable controls into their operational architecture. It is not typically driven by bad faith. More often, it reflects institutional optimism, a belief that principles alone constitute governance.
They do not.
Governance is not what an organization publishes. Governance is what an organization can demonstrate under scrutiny.

Why the Window for Performative Governance Is Closing
Market tolerance for superficial oversight is narrowing rapidly.
Regulators are becoming more technically literate. Enterprise buyers are conducting deeper diligence. Insurers are beginning to scrutinize AI controls. Investors increasingly interpret governance as a proxy for operational resilience.
In this environment, governance washing transitions from a reputational risk to a financial one.

Most importantly, governance must be designed before, not after, scale.
Organizations that treat AI governance as a branding exercise will eventually encounter a credibility gap. Those that institutionalize it will convert risk discipline into strategic advantage.
AI governance washing is not merely an execution flaw. It is a signal of governance fragility.
The question leadership teams should be asking is no longer, “Do we have AI principles?”
It is far more direct.
